Voting Systems Toolbox - Single Transferrable Vote (STV) Voting Software

This software is designed to make an implementation of STV freely available in Java. It provides a way of running elections using Single Tansferrable Vote (Meek Algorithm) as is specified as an option for New Zealand local body elections.

It is released under the GNU Public License, and requires Java 1.1 or later to run from the command line, or Java 1.2 or later to use the graphical user interface.

It is being developed by Roy Ward, using Sourceforge for all project maintainance.

Downloading

The software comes in two versions, a version that runs as an electronic polling booth for a small number of voters, or a file-based version suitable for larger numbers of votes.

Download VoteSystem (a somewhat more complex but more powerful file based version)

New! Download STV Vote Counter, a graphical user interface version of VoteSystem (instructions to be added later).
